Rune, Masteries, and Summoner Spells
Greater Quint of Hybrid Penetration x3
Greater Mark of Hybrid Penetration x9
Greater Seal of Ability Power x9
Greater Glyph of Magic Resist x9
So, why do I go with this insane rune setup? Annie is all about harassing early with auto attacks and Hybrid Runes are so huge on her, especially with the new Masteries in Season 3. With these Runes and Haunting Guise you will almost be dealing TRUE damage to anyone without MR Runes or innate MR/lvl Champions (Which is 30 MR). Once you get your Haunting Guise and Sorcerer's Shoes you will be dealing TRUE damage to anyone around 45 MR, which is pretty huge. Your Auto Attacks are dealing huge damage coupled with the Masteries (i.e The extra AD/Armor Penetration) As I mention in this guide, you will be Auto Attacking more than you will be Casting Spells. You will also need MR Blues, as most AP Mid's usually run MR runes nowadays, you need to be able to stay alive from any sort of Ganks or harass.
29/0/1 Hybrid Masteries, Hopefully people will catch on and this will be commonplace for all Annie builds. This build is huge Aggressiveness early game, which is where Annie shines. She can do TONS of damage with her auto attacks coupled with the new Mastery Spellblade, just makes this build that much stronger.
Ignite & Flash
These are Mandatory on Annie and are Needed for her Kit, Flash is a must as you need to have it up to Initiate Effectively or to Escape from a Jungler Gank early on. Do NOT waste this spell, if you see the Jungler as soon as he comes into vision, you should run the exact opposite way of him, you can't afford to use this spell as you will be prone to getting Camped. This is your only escape and Annie is played Extremely Aggressive to be Effective.
Ignite will ensure that you get a kill 100% of the time when engaging Mid Lane. It effectively allows you to Harass the enemy early without actually doing anything and make them scared of you, which they should be. To elaborate on this.. If you auto attack Mid Lane constantly and get them to around 75% HP, you can start to Zone them. Once Zoned, they miss CS but more importantly they miss EXP. If they get greedy for CS or EXP, you can Initiate on this with Ignite for a Guaranteed Kill.
