You'll want to have a little bit of armor penetration from the Quintessences in order to shred the jungle camps' armor. The flat AD Marks give you some damage to make use of your Power Fist. The Seals and Glyphs are pretty standard for a jungler. The armor makes you more durable early so that your health stays high when clearing the jungle, and scaling Magic Resist Glyphs help to give you the durability in the late game.

These masteries give Blitzcrank the durability he needs to survive the jungle from the Defense tree, and the damage he needs to clear the jungle from the Offense tree.
FlashTeleports your champion a short distance toward your cursor's location.
SmiteDeals 390-1000 true damage (depending on champion level) to target monster or enemy minion.
Because Blitzcrank eventually moves at extremely high speeds due to Overdrive (W) and Shurelya's Reverie, you don't really need Ghost. Flash is the must-have positioning tool that sets him up for good hooks, initiates, and ultimates.
