The best quintessences for Fiora would be flat Attack Damage, Armor Penetration, and Health in that order. All of these three options can be good. Another option is that if you're finding that you have a difficult time laning you can do HP5 quintessences for the extra 8.1 HP5. It actually makes laning through harass really easy especially combined with the effects of armor and magic resistances.
Fiora should use only flat Attack Damage or Armor Penetration for Marks. The choice is up to the player. Flat attack damage will increase your sustain and early damage where as flat armor pen will help you transition well into the mid and late game at the cost of some early sustain and damage. Overall the current preferred choice is Flat Attack damage.
I personally would opt for Flat armor pen marks, and Damage quints and play a more Lunge based Fiora and less sustain based.
For your seals, you should only use flat Armor, Armor per level, or Health per level. Health per level have their perks primarily in matchups vs AP, which commonly at top are Kennen, Vladimir, and Rumble.
On your glyphs, 1 Attack Damage blue gives more AD for rounding purposes on the rune page. Fiora has a 3.2 AD scaling so the extra .28 damage actually changes when you get the +1 AD. You'll want magic resistance on every other Glyph slot the choice is up to you on flat or per level magic resistance. I prefer flat on almost all champions.

The standard summoner setup I would run are Ignite and Flash. Ignite is mainly for winning your lane and creating kill pressure. Eventually as you harass them down, you can finish them off with a Blade Waltz (R) + Ignite combo.
Flash is a mandatory summoner on almost every champion as it is the best summoner for getting out of ganks or bad positions in fights.
Exhaust is another summoner to take if you think you're likely to be ganked. Exhaust provides you much more protection from the enemy jungler. It also helps you duel and stick to targets into the late game. It is a very strong spell.
Ghost can be used freely in combination with Exhaust or ignite. It is great for the extra chase potential. However it removes your ability to flash in and ultimate when you need to.
