It could work if you're against a team with heave magic damage, like AP Solo top, AP Jungle, AP Mid, Support with Magic damage and who ever decides to pick Teemo instead of and Attack Damagecarry.
I love how you guys are only thinking about farming your jungle and there for think the e is greater than q to you. When his q is his damaging move and his e enhances it the e's lvling doesn't change the enhance on the q the enhance on the q is based on the q's lvl and its and armour debuff therefore your ganks are tremendously powerful. Your sheild will give you sustian and jarvens clear time early regardless of how you lvl between e and q isn't as fast as top teir junglers hes also a higher skill cap due to propper use of his ultimate which can very easily if used wrong kill his entire team. Think about your job as a jungler before you post things downing a build from a top teir player.

Also, he takes Tough Skin because of creep aggro, but Tough Skin doesn't affect creeps, only jungle monsters.
