This Build Guide on Rengar will go over how to build him on Top Lane. Rengar does exceptionally well in lane, you can build him like a tanky AD damage dealer, which I have found best on him. I also prefer playing Rengar top lane over the jungle (since his clear time is so low).
Standard Attack Damage Runes are probably the best for Rengar to get out the most DPS possible from Rengar. Some people prefer going Movement Speed Quints instead of Attack Damage Quints, but I prefer doing as much Damage as possible. AD Marks and Quints give Rengar the high Attack Damage early on in the game which makes him very strong. Armor Seals and Magic Resist Glyphs make Rengar a bit more sustainable and tanky early on in the game.
Masteries

21-9-0 Masteries are the best for Rengar if you are aiming to do the most Damage possible, otherwise I would go:

9-21-0 Masteries if you prefer being Tanky over doing Damage.
Summoner Spells
Flash
Teleports your Champion to target nearby location under your mouse cursor.
Flash
Ignite
Targets a single champion dealing 50 + (lvl x 20) true damage over 5 seconds. Also reduces the target’s healing and regeneration by 50%.
Ignite
Flash
Flash is one of the most used Summoners Spells in the game which can be used for any champion and any role. Flash can be used aggressively and defensively. You can use Flash to chase an Enemy Champion down or to Flash over Terrain to escape safely.
Ignite
Ignite is probably the best second Summoners Spell for Solo Top Rengar because it maximizes Rengar's DPS making him do the most DPS possible. Ignite can be used to reduce Heals from champions like Soraka or to just finish up an Enemy Champion.
I prefer building him Pure Assassin. No tankiness or health or defense items. Pure assassin as he was meant to be. I just get my infinity edge first, after boots, then blade of the ruined king, zephyr, and blood thirster. final item can be guardian angel.
I despise building rengar tanky. He doesnt do enough damage to burst the adc down quick enough in a team fight, which is his job if you can use your ult right.
Tanky is NOT the way to go (unless there are no tanks on your team, like AT ALL)
Try pure assasin trust me. Im a jungler btw, but even if i did go top id still build pure assassin.
The reason you want to max W or E (I preferably max E) is because your E is great maxed first because of it's harass and damage. Your W is good because it can clear minion waves super quick. The Q is good, but is incredible when used with the ferocity bonus.

Rengar! suck! no he is the best adc destroyer out he 3 shots them! just got to build the right items like insted of that armor and health throw in a blood thirster. Hes my main and pretty much every game i play with him i own! trust me hes good better the kahzix in my opion :P
His nerfs really hurt, however unless you are in high gold-platinum or higher, it won't really make too big of a difference, and he is and most likely always will be able to stomp lower ELO games
Kha'ZIx beats rengar all the way (unless one player is less skilled than their opponant). He has a better kit. He has a slow, a jump, and an inivisibility. The only thing Rengar has over kha'zix is possibly the damage at certain levels. But other than that, kha'zix pwns rengar. Heck, he even has a better jungle! Also, Kennen beats him. He's one of the most op champs. He should be in the counters to rengar. And practically every other melee champ.
