Greater Quint of Ability Power x3
Greater Mark of Attack Damage x9

These runes are good picks in almost every situation, you can deviate from these runes to adapt to the enemy team better but if you want to only commit one rune page then this is what I would go for.
AP Quintessences give you a lot of damage on your E early and also provides a counter to people who buy Cloth of Armor as their first item. Late they aren't that great but you'll need to make sure you win your lane as hard as possible. I sometimes swap these for movement speed quints against certain champions where it's very important to kite them early like Riven and Darius.
Flat AD Marks are a decent pick as they provide a lot of early game damage on your auto attacks, it's also possible to get armor penetration marks or hybrid penetration marks. Both of these can come in handy if you're playing an opponent with a lot of resist, this especially works against tanky top lane champions like Malphite.
Flat Armor Seals are a must have in every situation, this is the only rune I never change.
Flat MR Glyphs are always a good pick, if the enemy team doesn't have an AP top nor an AP jungler it's better to go for MR per level.
Most of the time I opt for 9/21/0 masteries, these masteries make Teemo very durable and also very hard to gank due to the increased Tenacity and reduced effectiveness of slows. Against any champ with a gap closer and a lot of burst you need these masteries.
You can and should also switch some points between the flat Armor and flat MR depending on who you are playing against in top and who is jungling in order to maximize your potential. It can make the difference between losing or winning a 1v1 by 1 hp.
Flash is a must have skill that can be used defensively as well as offensively, Teemo doesn't have any hard escape abilities so flash is very important.
Ignite is a very strong spell early to mid game where it not only does a lot of damage but it also reduces the healing from lifesteal and potions.
