depends. if you go top lane with him, you max q first. if you go jungle, q or r both work. q for ganking and counterjungle. r for clear speeds and aoe teamfight damage. its best atm to rush sunfire cape on him. i prefer boots of swiftness on him since its not really hard cc that stops him, its persistent slows. going full tank with him works really well. and once you get randuins, you can do neat tricks like a flash-randuins activate into multiple stuns. after taht you can fall back and protect the carry.with stuns and your base tiger dot. with udyr, its best to use straight ad marks and quints for tiger stance, and attack speed for pheonix in the jungle. hope that helped :)

irelia gets countered by him, don't try unless you're sure about your irelia play.
gl, this champion is a great top laner and the reason he is not played top much because he is boring and he doesn't have an ult/a moment of shine in a teamfight.
This ability set is also very good for jungling because tiger stance is normally your main form of dmg, if you can max it while in the jungle (as well as being a strong jungle tool) you can powerfully gank earlier than you would with phoenix stance.

Phoenix Stance great for clearing waves, but Tiger Stance does more Solo Dmg. You are fighting essentially one target on top lane, if you push and harass then Tiger Stance is the Way to go. However if you are constantly getting harassed, I would put more points into Turtle Stance then Tiger Stance earlier on to help you sustain.
Also there are points at in the game where you want to hold the line. If you can hold the line effectively at your tower he is losing out on creeps. It is very tricky to do that with Phoenix Stance.
(However do remember by holding the line at your tower, forces your top lane opponent to roam which yes also causes him to lose Creep Score. But it can also get him a kill in other lanes or your Jungler)

Yes they are both great items to get, I get them as a Jungler on a Regular Basis. I also know several Top Laners who get them as well, but remember by doing this your also going for a stronger mid to late game player. (30+ Minute Games).
So keep in mind on what you need to do and how you want to play that match. If your falling significantly behind in Creep Score then yeah I would most likely get them to help you catch up in gold.
I know this isn't major or anything, but why not max Initiator over Enlightenment? Udyr's cooldowns are all already very low and he suffers form getting kited, so wouldn't the MS help him more?
