Greater Quint of Ability Power x3
Greater Mark of Hybrid Penetration x9
Greater Seal of Armor x4

9x Hybrid pen Reds: Provides extra burst with both spells and autos, a really solid option for Ziggs, if you don't have these get Mpen.
9x Armor Seals: Pretty Straight forward here.
9x Magic Resist Glyphs: These can change according to matchup, I'll use flat vs AP champs, Scaling vs AD and CDR vs no AP in the enemy team.
3x Flat AP Quints: This helps his early game harass and allows you to last hit minions a little bit easier.
21 in the AP side of the Offensive tree is to provide him with the added AP to harass and burst enemy champions with and allows him to farm creep waves that much easier. He's designed to burst and deal massive damage quickly and 21 in the offensive tree is the only way to go about accomplishing this.
9 In Utility to give him some more Mana Regen to help his harass and minion killing while also providing him with smaller utilities that are great on any caster like flash time CD reduction.
Flash - Is necessary on almost every AP caster as positioning is key with Ziggs and if you get caught at a bad time and you didn't take summoner Flash you may as well kiss your butt good bye because your good Sir or Madam are most likely dead now. This is a vital summoner spell to have on him and it will provide you with the most utility out of any other summoner spell with Ziggs.
Barrier - Ziggs isn't too strong vs heavy divers, Barrier makes him survive these engages with more ease. Not to mention you'll probably never be in range to ignite someone
Ignite - This helps you burst combo things and is very effective when taking down enemy champions for first blood early or vs enemy junglers who decide they want to try and dive you. Spell combo them topped off with Ignite and they'll be surprised with the results ^^ It's also just a great spell to have if you're trying to kill stuff. It's extra true damage and you can't go wrong with that.
Cleanse - I guess it might be good in certain situations, but barrier is better 9/10 times.
